no he's just a random. I thought that maybe he is the visiting son of some important noble family in the earth kingdom, and Jinora is instructed to act as his guide around republic city... At first they dislike each other - he thinks she is stuck up and boring, and she thinks he is reckless and immature. He takes this opportunity away from his own family and city to have some crazy adventures and Jinora is dragged along. Later, she realises that she is actually enjoying herself, and he sees that she is actually a very brave and talented airbender. etc.. etc.. hahaha
